Wellbeing in Partnership E-Bulletin – Bromsgrove and Redditch – February 2023

Dear all,

Please find the February Partnership bulletin below that includes a reminder on some of the cost of living information at the top, as well as other news and updates.

Cost of Living Information – Survey, Leaflet, Webpages & Household Support Fund….

A quick reminder in case you have missed the latest cost of living bulletin….

Cost of Living Survey – Please help promote as we want to here from our local residents

Redditch Borough and Bromsgrove District Councils and other local partners would like to gather the views of the local community and better understand their experience of the cost of living crisis, how it is affecting them and look at how to improve the help, advice and support available. Please help promote by displaying the attached posters – one for Bromsgrove and one for Redditch.  The link to the Redditch survey can be found here and the Bromsgrove survey here. A printable version is also attached or copies can be collected from Customer Services at both Redditch Town Hall or Parkside in Bromsgrove.  The closing date is 5pm Friday 10 March.

*New version* of Cost of Living Leaflet for Bromsgrove and Redditch

The new version cost of living leaflet is attached and will go out to all Bromsgrove and Redditch residents with the 2023/24 Council Tax bills in March, but in the meantime, please help promote – both a printable and a website version of the leaflet are attached.  There are also supplies of printed copies available at Customer Services at both Redditch Town Hall and Parkside in Bromsgrove which you can collect and distribute to your service users to help spread the word.  We are particularly keen to reach those who may be digitally excluded. (Note: If you have any copies of the original leaflet, don’t worry, all information is still correct).

Cost of living webpages – so our residents know where to turn for support

Not everything can fit on a leaflet but there are cost of living webpages on both Redditch Borough and Bromsgrove District Councils’ websites too at: www.bromsgrove.gov.uk/costofliving and www.redditchbc.gov.uk/costofliving.  See something missing on the webpages?  Let us know as they can be updated anytime.

Household Support Fund (HSF) Phase 3 (ends on 31/3/23) – latest information on local support available

Redditch and Bromsgrove residents who are struggling with the cost of household essentials can get help through the household support fund and there are 2 ways they can apply:

·     Act on Energy – help with energy costs, energy debt, broken heating systems etc

This scheme offers qualifying residents across Worcestershire support with their energy costsfuel debt and where required, assistance to replace broken boilers and heating systems, subject to funding.  Eligibility criteria for support is not restricted to solely vulnerable households in receipt of benefits, but criteria will be applied for the different elements of support on offer.  Further information can be found online at:  WORCESTERSHIRE HOUSEHOLD SUPPORT FUND (actonenergy.org.uk). Residents can apply online or by calling 0800 988 2881.

·     Citizens Advice Bromsgrove and Redditch – help with food and other essentials ***Temporary Pause on Requests for the Household Support Fund Phase 3***

Due to the demand for the household support fund phase 3, CABR have temporarily stopped taking further requests for both Bromsgrove & Redditch residents. Please visit the CABR website regularly for updates on available funds.  However, even though HSF3 is temporarily paused, that doesn’t mean residents cannot seek help and contact CABR.  If any partner agency is aware of a service user / resident that needs support from CABR, please do continue to refer them as there may be other ways CABR, working with the Councils’ Financial Inclusion Team, can help.

Redditch Library Consultation – closing soon

The proposed library relocation plans will result in the redevelopment of the current Redditch Library site to make way for a public square, a café pavilion and further commercial developments.  Worcestershire County Council and Redditch Borough Council believe that Redditch Library provides an important service to residents and community groups within the town, and therefore have specified that if the library were to be relocated:

·        Library floor space will remain equal to or similar to the current library space

·        The library service will remain accessible to all

·        The library service will not be reduced

The proposed plans for the relocated library are to deliver a new community ‘one stop’ venue in the refurbished Town Hall, providing residents with flexible access to a variety of services.  There is a survey open to find out people’s views which closes on 24 February and further information can be found at:  Redditch Library Consultation | Worcestershire County Council

Family Hubs Survey – We need the views of Redditch Families

They focus on bringing services together and changing the way family help and support is delivered locally. Services may be delivered from a mixture of locations such as children’s centres, libraries, schools etc as well as delivered online/ virtually or in the home.
Please help promote.  The survey is anonymous and confidential, and will help shape the local family hub – plus there is an opportunity to be entered into a draw to win 1 of 4 £50 supermarket shopping vouchers.  Please encourage families and young people to respond to this survey using this link or you could display the attached QR code.  If a word version or another format is required, you can email The survey closes at midnight on Sunday 30 April 2023.

In preparation for No Smoking Day on Wednesday 8 March 2023, ASH (Action on Smoking and Health) has created a new communications toolkit to support your local quit smoking marketing activity.

The theme for No Smoking Day this year is brain health and the link between smoking and dementia. ASH has been working with Alzheimer’s Research UK in development of the toolkit whose research demonstrates low awareness amongst smokers of the increased risk of dementia caused by smoking. The campaign will encourage smokers to ‘never give up giving up’ and signpost them to the NHS Better Health Quit Smoking website which includes a wealth of information and support to help smokers on their quitting journey.    A range of free quit smoking resources are available on the DHSC Campaign Resource Centre to support ongoing quit smoking activity. Please send any queries directly to ASH:

CHARITY DONATION FRAUD

Most fundraising appeals are genuine, so the risk of fraud should not put you off giving to charities. However, you should be vigilant and make sure you are giving safely to legitimate organisations.

Sadly at times of national and international emergencies and disasters, fraudsters are always ready to take that as an opportunity to set up fraudulent “Charity” websites  to prey on the public’s generosity and take their money fraudulently.

They may claim to be raising money for a charity which is actually a fake, or impersonate a well-known charity.

So before donating online, on the phone or in person

  1. Check the charity name and registration number at uk/checkcharity.
  2. Check the Fundraising Regulator’s online Directory to see if a charity has committed to good fundraising practice at org.uk/directory.
  3. If you are still unsure about giving, always ask the organisation for more information. Legitimate causes will be happy to respond and answer your questions.

Fundraising appeals with generic wording, such as ‘to help earthquake victims” should be approached with caution.

An appeal should always be clear on exactly what the money will be used for.

When giving online, make sure the charity is genuine before giving any financial information:

  • Type in the charity website address yourself, rather than clicking on a link, and look for the registered charity number on the website.
  • Don’t click on the links or attachments in suspicious emails.
  • Never respond to unsolicited messages or calls that ask for your personal or financial details.
  • Beware of any online advertisements that just feature a mobile number.
  • Ignore requests to donate through a money transfer company as this is a popular scam.
  • Only donate to online fundraising pages created by a person or organisation you know and trust. If in any doubt, contact the charity directly.

When you meet a fundraiser in-person, check their credentials:

  • Street collectors should wear an ID badge that is clearly visible.
  • Any collection buckets should be sealed and undamaged. Most fundraising materials should feature a charity’s name, registration number and a landline phone number.
  • If in doubt, ask for more information – a genuine fundraiser should be happy to answer your questions.

If in doubt and you think that a fundraising appeal is fake, Report it to Action Fraud online at www.actionfraud.police.uk/reporting-fraud-and-cyber-crime or by calling 0300 123 2040

WHATSAPP SCAMS

WhatsApp provides an excellent platform for relatives and friends to communicate freely with each other but is equally used to their own advantage by fraudsters and scammers.  We frequently highlight these scams but reports continue to come in, and over half of those involve the victim losing financially.

Current themes used by scammers in their messages claiming to be from a family member with problems include “I have an urgent bill to pay”, “I need the money now”, ” I do not want to impact my credit rating”.

If you receive a message on WhatsApp from an unknown number purporting to be your son, daughter, friend or relative and they are requesting financial assistance to help pay for an urgent bill,

STOP!

Take 5 seconds to think!

Call that person on a known number you have for them, and ask if they have changed numbers and/or have an urgent bill to pay.

They will then be able to confirm if this is genuine.

Please feel free to share this information with any relatives, friends or neighbours you think may be vulnerable.

From March 2021 to January 2022, there had been 32,129 cases of anti-social behaviour in West Mercia, this has dropped to 18,303 when compared to the same period in 2022/23.

A key part of my safer West Mercia Plan focuses on tackling the issues causing harm in our communities. I welcome these encouraging figures but there is still much more that can be done to ensure this continues being a long-term trend.

In next year’s budget I have allocated £2m to rollout crime reduction projects in partnership with local councils. As seen by the successful Safer and Stronger project in Telford, involving communities in decisions about the best ways to tackle ASB in their area makes a real impact.

Green light on new joint police and fire hub in Redditch

I have approved plans to construct a new Police and Fire Hub in the heart of Redditch.

The new combined Hub will bring West Mercia Police and Herefordshire and Worcestershire Fire and Rescue service together in the same building.

The Hub will ensure officers are accessible and visible, as well providing better value for taxpayers’ money and enabling the two emergency services to work more closely together.

Tackling rural crime

I visited two farms in South Worcestershire with Chief Constable Pippa Mills, last week.

It was amazing to see the work local farmers are doing first-hand to produce vital food and contribute to our rural economy.

As Police and Crime Commissioner, I am clear we need to do every more to support our rural communities to be safe and feel safe.

Chief answers your questions

I held the Chief Constable to account on the issues that matter to you.

On Monday 30 January, I put your questions on police conduct and accountability and much more to Chief Constable Pippa Mills.

The meeting was live streamed on Facebook and can be viewed on catch-up.

Man guilty of theftJoby Pool, 32, of no fixed abode, appeared at Kidderminster Magistrates’ Court charged with criminal damage and two counts of theft.

He pleaded guilty to all charges and has been remanded in custody to appear at Shrewsbury Magistrates’ Court on 14 March 2023 for sentencing.

The conviction is in relation to the theft of chocolate, including almost 200,000 Creme Eggs, from a unit in Stafford Park in Telford on 11 February 2023.  The chocolate is estimated to be worth around £40,000, and was recovered when officers stopped a vehicle on the M42 northbound.

Supporting Race Equality Week

It’s important that all police forces are inclusive and representative of the communities they serve.

To challenge the deep-rooted inappropriate behaviour still seen in our society today, national Race Equality Week was a brilliant opportunity to raise awareness and encourage people to do better.

Throughout the week, I along with officers and staff within my office and West Mercia Police took part in a range of activities, workshops and talks to educate and challenge our own behaviour.

20 years of PSCOs

Celebrations recently took place to mark 20 years of PCSOs in West Mercia.

In West Mercia, there are 200 brilliant PCSOs who help to tackle anti-social behaviour and neighbourhood crime. They also support vulnerable and young people as well as being visible and accessible across our villages, towns and cities.

To celebrate this huge milestone an event took place at Hindlip, where I, along with Chief Constable Pippa Mills met with PCSOs from across the force to shine a light on the amazing work they do to build a safer West Mercia.

In the heart of the community

As the voice of the public in policing, it’s important to me to hear what issues matter to you in your area.

On Thursday 9 February, I was in Oswestry with West Mercia Police and MP Helen Morgan listening and talking to residents about their local concerns.

Deputy PCC Marc Bayliss went along to Wythall residents’ meeting in North Worcestershire on Wednesday 15 February along with West Mercia Police’s Inspector Richard Field.

Both meetings were an opportunity to talk and listen to residents about the work going on in their areas to tackle crime and to also answer a range of questions on policing.

Have your say

Have your ever reported a crime you witnessed, or were a victim of, to the police? Or did you decide not to?

To build a safer West Mercia, it’s important I understand whether you feel confident reporting it to the police and if not, what barriers are stopping you.

You can make a difference by completing a short online survey covering your experience.

On Saturday 25 March 2023, Beoley Village Hall presents – DOUG PARKER’s Music & Laughter Show.

The blend of music and comedy dovetailed together well, with each element of the show benefiting from the presence of the other. With Martin Lewis having performed with Steve Ashcroft for more than thirty years, it wasn’t long before he was invited to complete the line-up.

And so you have it a show, combining the best of comedy combined with music to listen to and sing along with. Some fantastic entertainment is guaranteed.

Cost of Living Update – Bulletin 4 – Redditch & Bromsgrove

Dear all,

Please find the latest information around the support available on the cost of living in the bulletin below.  We hope you find it useful and please feel free to share with colleagues.

Cost of Living Update – Bulletin 4

*REVISED* Leaflet – Please help spread the word!

*Revised* Cost of Living Leaflet for Bromsgrove and Redditch

The cost of living challenges are set to continue and to try and ensure all local residents are aware of the support available, partners have helped devise a second cost of living leaflet.  The ‘at a glance’ leaflet gives details of key contacts who can provide expert help and signpost to relevant local support.

A copy of this revised flyer will go out to all Bromsgrove and Redditch residents with the 2023/24 Council Tax bills in March, but in the meantime, please help promote – both a printable and a website version of the leaflet are attached.  There are also supplies of printed copies available at Customer Services at both Redditch Town Hall and Parkside in Bromsgrove which you can collect and distribute to your service users to help spread the word.  We are particularly keen to reach those who may be digitally excluded. (Have copies of the original leaflet?  Don’t worry, they are still relevant and accurate so can still be used).

There are cost of living webpages on both Redditch Borough and Bromsgrove District Councils’ websites too at: www.bromsgrove.gov.uk/costofliving and www.redditchbc.gov.uk/costofliving.  See something missing on the webpages?  Let us know as they can be updated anytime.

Financial Support Leaflets – one for Redditch and one for Bromsgrove

A reminder that these leaflets are in addition to the joint cost of living leaflets and contain more detailed information about help that is available locally.  A printable and a website version can be found attached.

*New* – Cost of Living Survey – Your views matter!

Redditch Borough and Bromsgrove District Councils and other local partners would like to gather the views of the local community and better understand their experience of the cost of living crisis, how it is affecting them and look at how to improve the help, advice and support available. The link to the Redditch survey can be found here and the Bromsgrove survey here. A printable version is attached, or copies can be collected from Customer Services at both Redditch Town Hall or Parkside in Bromsgrove.  The survey should take approximately 5 minutes to complete. The closing date for responses is 5pm Friday 10 March 2023.

Household Support Fund Phase 3 ends on 31/3/23 – Latest information on local support available

Quick reminder that eligible Redditch and Bromsgrove residents who are struggling with the cost of household essentials can get help with food and household costs and there are 2 ways they can apply:

Act on Energy – help with energy costs, energy debt, broken heating systems etc

This scheme offers qualifying residents across Worcestershire support with their energy costsfuel debt and where required, assistance to replace broken boilers and heating systems, subject to funding.  Eligibility criteria for support is not restricted to solely vulnerable households in receipt of benefits, but criteria will be applied for the different elements of support on offer.  Further information can be found online at:  WORCESTERSHIRE HOUSEHOLD SUPPORT FUND (actonenergy.org.uk). Residents can apply online or by calling 0800 988 2881.

Citizens Advice Bromsgrove and Redditch– help with food and other essentials  ***Temporary Pause on Requests for the Household Support Fund Phase 3***

Due to the demand for the household support fund phase 3, CABR have temporarily stopped taking further requests for both Bromsgrove & Redditch residents. Please visit the CABR website regularly for updates on available funds.  Even though HSF3 is temporarily paused, that doesn’t mean residents cannot seek help and contact CABR.  If any partner agency is aware of a service user / resident that needs support from CABR, please do continue to refer them as there may be other ways CABR, working with the Councils’ Financial Inclusion Team, can help.

 New *Professional Portal* launched

The Now We’re Talking Partnership, led by Herefordshire and Worcestershire Health and Care NHS Trust alongside other local organisations, has also launched a new ‘Professionals Portal‘ which hosts resources to help people who may come into contact with staff or clients struggling with mental health or suicide.  It includes free training resources and tips and tools to help start a conversation.  A recent press release is attached.

It also includes advice and signposting to more practical support with concerns such as the cost of living crisis, domestic abuse, housing issues and relationships.  Is your service included? This is a great resource and is still being developed so we need your help to ensure that services in Bromsgrove and Redditch are listed and the information is correct.  Let us know if any changes or additions are needed and we will pass that on.

Anyone needing urgent support, for example if they have an urgent concern about their mental health or that of a loved one, can contact the Herefordshire and Worcestershire 24/7 urgent mental health helpline on 0808 196 9127. The service is open to residents of all ages, across both counties. Alternatively, you can visit the Urgent Help webpage for further information and support.

Improving Signposting to Mental Health and Wellbeing Services

As part of the ‘Now We’re Talking‘ campaign, local health and care organisations are working together to help people navigate to the right mental health and wellbeing support more quickly and easily.  Further information is attached on this but essentially:

·        ensure all communities are aware of the Orange Button, what it signifies and how people can be involved, by promoting from within the community.

Anyone who wants to get involved can apply for an orange button via the Now We’re Talking website. Further resources and advice about preventing suicide can be found here: Acting Together to Prevent Suicide | Worcestershire County Council

Budget to boost community policing in West Mercia

Update from Police and Crime Commissioner

I have secured the backing of the Police and Crime Panel to boost local policing in West Mercia, with additional resources which will make West Mercia safer.

My budget proposals for 2023/24 will see £14.3m more funding available for policing, delivering on your priorities.

Other areas of focus include bringing more offenders to justice, preventing crime and ensuring the journey for victims is improved through the use of technology.

Despite the significant increase in resources that is being made available to West Mercia Police, the significant demand and inflationary pressures mean that there is a budget deficit of £10.8m next year, that the Force are working on proposals to manage.

At a meeting on Friday 3 February, the Police and Crime Panel confirmed the precept will rise by 5.94%, or an extra 29p per week.

This will mean an average Band D household will pay £246.50 a year – the fourth lowest increase in council tax when compared to other PCCs since 2016.
